Drug abuse prevention: organizational and methodical aspects »

In the section are considered the basic conceptual approaches to organisation of the centres of primary preventive maintenance. The analysis of the literature on the centre’s work in Europe and Northern America shows, that the basic attention is concentrated on the subjects which form and support ability to live of the centres of primary preventive maintenance. So, in USA are created associations and partnership unions which are sponsored by Department of public health services and create steady partnership relation between business, schools, religious groups, bodies of social maintenance, law-enforcement bodies, mass-media and public figures.

In Germany is developed a complex of measures on prevention of drug abuse among youth. At the consulting antinarcotic centres on all country the experts inform addicts about new medical methods and programs, initiate the antinarcotic actions and co-ordinate activity of various organisations. The German Centre against drug abuse, which is financed by the government, directs the work of these experts. In France in 80’s in order to accept urgent measures against drug abuse at schools, were created so-called “school environment committees”, working on a principle of wide partnership. In 1990 by the order of the Ministry of national education to this committee was given the official status. In Finland the community “The Parents against drugs”, created in 1983, had united the parents believing, that their children remain without support in difficult situations. Then it became a founder of such movements, as “Northern countries against drugs” and “Europe against drugs”.

The study of the primary sources on the countries of CIS, in particular of Russia, has allowed to specify structure and functions of the centres of primary preventive maintenance. In Russia is created a lot of the centres, among which we would like to note Samara “Regional rehabilitation centre for the persons suffering from drug abuse”, Moscow centre of medical-social rehabilitation and several centres in Saint-Petersburg: Northwest regional medical centre, charitable fund “Returning”, rehabilitation centre “New Life”.

The analysis of the literature and also direct study of work of the centres of primary preventive maintenance in Ukraine has allowed us to allocate two basic their types:

On the basis of the studied materials, and also direct acquaintance with work of the centres of primary preventive maintenance we developed the own Concept of the centre of primary preventive maintenance of narcotic dependence among children and teenagers. The given concept, according to the decision of the Kharkov City Council (number 166 from February 2, 2001) will be realised on the basis of children’s Palace of culture of the Moscow area of. Kharkov city. As the object of activity of the Centre will be the schoolchildren of two schools, located near to it.

Besides the concept, within the framework of the project the methodical base of the Centre was developed also.
